in my experience, its good to submit to any directory, even if its low rated or a new directory because in the long run, years to come your link will be on a high PR page eventually and your ranking will go up because of it, so here are some good free ones to submit to:

Hey Akash ! I think you have a long list of 250 directories from PR 8 to PR4. Have you managed to get PR 3 list also? Anyhow nice collection.

if u r looking for good directories you can get lot of them but always take care

that

those directories have Pr and recently indexed
should not be networked

and if u r targetting regional market, regional directories are going to help much.

I believe that DMOZ is one of the best directory to submit because it gives good result,page rank is also good and most important thing it is free.
