No one can exactly say but might be few times a month, but they are testing maybe hundreds of new changes every now and then..

In terms of changing their algo.. like everyone already have said... nobody knows.
In terms of PR update it may take 3 to 4 months.

So far I know Google has never change its algorithm, because everybody is applying same method to rank their website.
