It's better to target specific keywords/ key-phrases for specific pages. Like everyone else is saying you want to spread out your links between your home page and inner pages depending on your key word. Obviously if your website is about loosing weight and one of your inner pages is about a certain way to do so, let's say P-90x, you obviously don't want you homepage ranking for that keyword but the PAGE about that to rank, so it all depends, but for basic keywords, such as weight loss in this example you would want it to link back to all pages of your website as they are all relevant to the keyword.
