There is no perfect number for back-links. Still quality back-links for more effect than number of back-links.

Build backlinks as much as possible. But try to build most of quality backlinks. That will be helpful for your site.

It depends on the quality of the backlinks. If you get links from high PR sites then you will be able to gain more PR quickly, if you get links from PR 0 or PR1 sites then it is not going to get you anywhere soon.

There is no exact number. What you must make sure of is that you always get quality links to your website. Do an analysis on your competitors and you need to do more work than they are and make sure its quality links from authoritive sites.
