Why would you want to increase Google Page Rank? Google doesn't really care about Page Rank anymore. The basis of it is too open for manipulation.

Also, in my experience, fresh page content is a much larger indicator of authority. I've built websites in the past that have no back links that reached the first page of the search engine results.

One of my websites' PR remains the same even though google is decreasing the SERP of every keyword. It was 2 when I had 4 strong keywords in page 1 google search. It is still in PR 2 ( many pages having PR 1) when I dont get any of those 4 keywords in google page 1.
