You can check through Google Webmaster tool or manually check by typing the url or name of your website on Google's search query box. If your website is not there, then it means it's penalized.

Re: How to check penalized or banned websites ?
Reason of getting penalized/banned from search engine: It is mostly due to usage of Black Hat SEO techniques such as keyword stuffing, duplicate content, reverse/negative SEO, cloaking etc.
To check penalized website: You can check through Google Webmaster tool or manually check by typing the url or name of your website on Google's search query box. If your website is not there, then it means it's penalized.

Check Google Analytic for Traffic Data:
If one day, your traffic seems normal, and the next day there's a sharp drop-off (or possibly no traffic at all), that's a pretty good indicator of a possible penalty.
Check Whether Your Site is Still Indexed:
Go to Google and type in site:yourdomain.com
Check for a Recent Google Algorithm Update:
Check Google Webmaster Tools: Error, index pages and Search Queries and check Webmaster message
