You can use google webmaster and yahoo to check...

that's right... If your site goes PR 4, it will be shown in google. Now, if you want you can check your site PR or even backlinks at www.seocentro.com

We are mostly used two method for check Google back links given as bellow-
1.We can check Google back links by Google tool bar and
2.We can also check Google back links in google search engine by write link:put your site domain name like as - link:http://saamarth.net/

I usually use ahrefs, google WMT, smallseotool, alexa, moz to check backlinks

In the other way, I used similarweb, moz. In analysis I use Google Webmaster Tools

You can also use the google application which they created. i forgot the name but it's available in extensions.

You can check your backlink by input site:<your website address> in google search. If it shows result, which means it is indexed by Google.
