That's a very nice list. But I think you should focus more on getting quality and relevant links and content above any other steps listed. :)

1. Redesign your Web site once or twice a year.
I think it is better to have a W3C validated website rather than revamping your website.
2. Add 5 pages of content to your site every week.
Good but content should be unique and informative.
Change the titles on your least successful pages twice a year.
It could lower your rankings for your targeted keywords. If you observed an increase then do let me know
4. Stop using keywords in your URLs.
You hit the BULL'S EYE there
5. Stop using keywords in your titles.
You missed the BULL's EYE here. Titles should be used for most important keywords, but make sure you do not overstuff them
6. Find 3 SEO forums that accept site review requests and write 20 reviews in each forum before you ever ask a question.

It is a good practice, but make sure you do not end up getting flagged as spam by adding your link.
7. Create your own SEO book by collecting your favorite SEO
Thats a good point  It is nice but time consuming task.
9. Optimize your best peforming page for the exact mirror of your targeted keyword expression (turn an ABCD page into a DCBA page).
Never heard about it before. Please elaborate how it effects your rankings
10. Find 5 low-traffic blogs or forums
You should try both low-traffic and high-traffic forums/blogs, but make sure you follow their guidelines

I'm a bit scared of these tips. It is advised to use keywords in titles dude. You're saying NO to that. are you telling out of your experience?

Nice points. I think I know the point by stop using the keywords in the title, it indirectly suggests creating pages only for people and not for the engines.
