Every link counts, so whether you get it from a forum, blog or another sites links page they all count. Just some links count more than others.

You also need to know if the forum is do follow or not. If do follow you can now start posting. it no follow then its useless.

Forums are really helpful for promoting the site by putting the link of the site on signature. They should be dofollow and have a good PR.

Backlinks from forum are definitely useful because this sites are frequently crawled by search engine spider, and by any chance your site would also be crawled.
