Links from low PR might be also helpful, just always check if the site you are about to get link is cached/indexed lately and regularly. You might get link from this low PR but you are with only few links there and might get good amount of PR juice, who knows that site is gonna get PR on next update.

Best 5 offpage tips to follow while optimizing:

1. Use the best keyword, less competitive and highly searched.
2. Use Google Keyword tools for best results
3. "How to" and "What is" are the informational searches. Not to be used for service or product based pages.
4. Submit toactive directories, yellow pages & etc rank between 1 to 5. Go for 6 to 8 page rank when your page stand between 3 to 5 . But if you get one or two links on pagerank webpages 6 to 8 Not bad .. Smile
5. Prefer submitting your links for long duration of period. Lifetime links are super simle for life.
6. Keep a track over the pagerank of the webpage, where you link has been displayed. If it falls, try linking to similar ranked webpage.. Because your rank can also fall. The the category webpage should be regularly indexed and cached.
