2. Off-Page Optimization - link building techniques
3. Post Quality Content - Must be unique, fresh and interesting. Especially for a blog.

I think that should be to GET link popularity from inbound links FROM themed and quality resources.

Meta Description actually is still QUITE useful for Google (otherwise they just pull whatever they like for the page description.)

Met keywords are no longer used by google, but may be by MSN - I'm not as current on what MSN is doing.
