Keywords in meta tag has no relation with the words in the content of the page.
In fact Meta keyword tag is actually designed to put those keywords that are not already in the content of the page.
Of course there is no hard and fast rule,we can use them in our content.
But what purpose do they really serve?

Not Sure about that
I'm not so sure that keywords in the meta data don't play a role in some engines. For example, Yahoo and MSN still place some value on meta data so keywords could possibly play a role.
They play less of a role in Google, but I don't think they should be completely discounted. In terms of meta data, Google really only focuses on title and description. However, keywords could play a role in helping Google decide what your page is about. Title and keyword density will play a bigger role, but I don't think they are completely worthless.
