I have seen many Websites having the same keywords more than 10 times in meta keyword tag.

They are also doing good in Google SERPs for targetted keywords.

If the keyword density is overcrossed, why there is no penalty on these sites?

I don't think google is giving any consideration to meta keyword tag. Google already knows everyone is spamming this meta tag.

I think you may get penalty for that but i don't know why still you don't get penalty for that.

Yes, website has good and unique content for targetted keyword.
Keyword density is overcrosed in meta keyword tag.

WebSite is on the first page of yahoo also for this overcrossed keyword.

Google don't like meta tag.

Google doesn't specify in its guidelines any limit in the keywords that you put in the tags. You can put as many as possible. Metatags are not that essential anymore, but they still are a factor to achieve a good ranking.

Bcz Since few years Google stop considering meta tags except meta description which shows with page title in SERP, so keywords in meta title will not increase the dencity and so no problem
