I think any expert will tell you nothing is simple.
It may take a long time depending on your niche and keywords, but with a little brain power, patience and hard work you will find your pr growing.
Professional webmasters use all and everything, there is no quick solution. You should be posting in forums, submitting to relevant directories, blogging, article writing, using social networks and continually updating your content.
PR is useless unless your site is optimised correctly in the first place...not forgetting that your site needs to be needed. If you are one in a pool of millions that do the same, even if you do get a high pr and optimize there is nothing to say you will make money from it.
Spend some time on your site making it exceptional in every way, then build links. If you have a great site that is optimised correctly, webmasters will want to link to you and the general public will be more likely to link to you naturally.
Yahoo and Google go hand in hand, depending on your budget it may be worth the $300 for yahoo's directory. Google's is free and you should definitely be in there.
Beware of link farming and link exchanges. Search engines rule the net...they are not stupid. These tactics are considered black hat and are often black listed so you will see no benefit to your site...it may even harm it (and your bank balance).
Your time is valuable and free to you...so use it wisely and put in the footwork being selective of where you generate links. It will pay off in the long run with high and most importantly, consistent pr and serps.
Best of luck!

The absolutely, positively best thing about forums is that you can LEARN! Just when you think you "got it" you will read something that changes your entire thinking pattern. LOL - I think these forums are perfect for my ADD! God knows I'd be bored reading the same information all the time and I love the different viewpoints on particular topics! Forums like this are better than a novel!
