Exchanging links with relevant, high PR sites will boost your PR drastically. That, however, requires a lot of hardwork and patience.

Some theory shows linking to relative and high authority site could also help in PageRank.

So if I link to a lot of relevant sites it could help my PR? I have read reports that PR is determined by a number of factors, including your page load time, content above the fold, and links to you compared to your outgoing links.

For example, if I have 10 links to me, but I link to 100 people, this could hurt my PR? Is this true or not? This is somewhat conflicting by what you are saying now, yes or no?

You will not hurt your PR by linking to other sites. Only if you have an unreasonable number of links like if you just have a huge list of 100s of links, that might hurt you a little but probably not even. I'm sure you've seen directories that have like 300 links on one page but they still have good PR.

If you are only aiming to gain higher pr on your site, then you have to double your time to gather some high pr backlinks.

Well here is just a simple answer to your question that if you want increase pr of your site , Then you have To get lot of quality back links, links those are coming fro sites those are relevant to your sites niche and also have some pr too on it , this is the just one way if you want to increase just your pr ...
