Quality is not the only factor you need to consider in building links. Relevancy is equally important.

Relevancy is just one of the factors for quality links. Banned website can not be considered as quality to link to, even if it's relevant to your site. Also try to avoid spam and gambling sites.

You just need to make sure that you are legitimately obtaining backlinks. If you are using bots, or automated submission software, you are not smart, and will be banned, maybe not that soon, but it will happen eventually.

Backlinks are backlinks, and sometimes quantity can do more than quality. Just keep it in the back of your mind when you're beating yourself up for no reason:)

Quality and quantity are almost equally important. I think and have seen if you have a overwhelming number of backlinks you will do well. Search engines can't ignore large numbers of links, not matter what the quality.

With reciprical linking i think it's quantity but with one way inbound links i think it's the quality of the page your link is on.

Considering that you're building links with a specific niche for example - It's important to get relevant links because you're targeting a specific market.

Totally agree with you Quality back links are very important if you want to increase your pr or SERP Ranking in search engines , but its really hard to get free quality back links because of spamming

The best way to get one way backlinks is through people you know, suppliers, people that endorse your message etc. If you provide quality content people will naturally link to you. It's a tough job getting quality website backlinks. Easier if your a web designer as you can just add "website designed by <name>"
