i think in the first point website 2nd will be on top. i would like to add in the last of your post that the importance of outbound links are also equal to the inbound links.

Nice points! Building "Quality Inbound Links" is the most difficult part of search engine optimization. It's the activity that takes time and requires a lot of dedication.

I think backlinks belong at the top of your list. They are at least 85% of the current Google SERP results.
