3.Build a sitemap for your website

With good unique content, proper internal navigation and solid back links will definitely increase your PR. PR sculpting may also work in order to conserve your link juice within your internal pages.

It's a combination of quality and relevancy of backlinks as well as good onpage factors. Pagerank is Google's way of giving weight to site importance in the entire web.

I agree. Google gives more value on the quality of back links compared to those irrelevant sites that you are getting.

if he is blogging about related keywords that are relevant to searches then you can add more visitors.. having a 0 pagerank is way better than having a n/a or grey bar.. what's important is that it's position in the search engines.. the more it gets on top, the more visitors..

Also take note that there is no particular numbers of backlinks required to attain a particular PR. It will always depend on the quality of the links that you got. :) It's just a matter on how well you get quality inbound links.

It's all about backlinks and the best ways to get them are directory submission and forum/blog posting(signature). So good luck for your fathers blog.

The blog needs more quality backlinks to increase its pagerank. But don't get too concerned about it, traffic is far more important than PR.

For good PR you should have links from High Page rank pages with content appropriate to your website. You can obtain links from dofollow forums and dofollow blogs.

i think google change its way of giving pr. its because i use to get pr in few months with good backlinks but now its seems difficult for new sites to get pr.

usually google page rank updates every 3 months, so if you want to raise your page ranking it's better to gain some backlinks, try commenting on other blogs and put your website on your name. also look for do follow sites that are relevant to your pages.
