Directory submission only helps your site getting indexed, back links and keywords rank it will never give your site a high PR, so don't focus in directory submission instead focus on commenting in a high PR site and do follow site.

Yes, it should be. Like any other linkbuilding methods, directory submission should be done continuously. Just choose the ones with good PR.

Remember Quality, Quantity and Relevancy of links. Directory listings still count as backlinks, but you still have to consider quality and relevancy.

Directory submissions sucks... it doesn't even help your site in indexing... why focus on PR, it has no importance it is only good if you are going to sell your site.. the most important here is getting a higher SERP's...

It seems to carry less by Google these days judging by the fact that I see few to no directory links showing up in my webmaster tool.

The secret in SEO is "constant velocity" so yes you should continuously create useful and original contents for article directories.Submit your site also to directories pertaining to your category and all other sort of link building.
