Well before you optimize your title tags, keyword research is very important before you undergo any optimization...

You title tag should contain your target keywords/anchor texts. It should also be relevant to page content.

1. Know your target keyword on specific page.
2. Put the major keywords, minimum of 2 keywords, short tail is necessary on the title.
3. Selected keyword should be on the entrance words on the title.
4. Include your domain name on the title
5. Check it using Gorank tool if it meets the required density and prominence.

To create title tags you must include your target keywords because the link to your site that is normally displayed in search results will contain text derived from the title tag. Also make sure that the size length of the title is 50-80 characters.

I just found this really awesome tool from Aaron Wall that helps you create a page title. You can check out his tool at http://tools.seobook.com/meta-medic/

before writing a title look for the content you are talking about and than your keyword. Place your keyword in the starting of the title , your content should be title related and dont do keyword stuffing in the title

Research your keywords well, and make sure that your title tags will reflect what is on your page's contents. I think that it should go like this: you will put your target keyword as the first two/three words of your site title, then add a little description consisting of 4 to 6 words (include keywords as much as possible) and your official site domain.
