I heard in other forum that backlinks is not the only way to get PR, they also consider other things. . . but they don't tell what are those, its not really clear to me.

Yep... that's very true because I have seen many pages have good PR without getting any enough backlinks.

The number of backlinks certainly plays a role, but Google also evaluates carefully the quality and relevancy of those links.

Backlinks are the primary factor in pagerank. However, there are other things that are equally important such as onpage aspects of your site, including metatags and page content. Everything should be relevant.
