* Quality Inbound links 8/10
* Quality Relevant Links 9/10

Building quality link which is related to your site with high PR will increase your PR.

For me building links is more of the quality than quantity. Building links on do follow high PR sites can help to get high PR. Here is my example. Building 50 PR4 and above links is equal to 500 PR0 to PR3 links. Nowadays it's so hard to find high PR do follow sites so there is an alternative and that is link exchanges.

How did you come up with those pagerank numbers? I think there's no way to know how many links you need to get specific PR.

page ranks is a very important factor to evaluate the page optimuion .
it is the goal we are makeing efforts to do.

Make sure you include at least one link to Google. They need quality traffic as well. Don't be greedy and hog it all to yourself. This can do wonders for your pages. Remember - Google may be going public soon - so the more traffic you send them the better.
