There really is no way you can submit to a top ten ranking. There is much more involved in the ranking process than just submissions to search engines.
You have to look at keywords, links coming to your site, unique page content and many pages just to name a few.
If your site is already in Google and you are not showing up under your most valuable keywords there are things that you can do to change that. It takes work and much dedication to learn yourself, or you can have a professional help you for a fee. Either way I recommend any site be optimized for search engines naturally and begin a marketing campaign to compliment the branding and promotion efforts.

Actually, submitting your site to Google won't help you at all to get indexed. You need to get some inbound links from sites that are spidered often. SEs follow links, so give them yours through popular sites. A good way to start is doing a directory submission. You can also do some relevant reciprocal linking, or if you have budget, purchase links from popular and relevant sites.
Once you're spidered and indexed, you may develop a balance link building.

I just have seen that a site I recently submitted is already indexed today. That was actually within 1 week . I think this may have to do with where one places links to that site. If they happen to be crawled immediately afterwards, it may go faster.

1.) only indexed
2.) indexed and ranked by google.
Is there a difference in how they are treated by google in terms of ranking and weight as a back link?! Or asked otherwise: What is the influence on a web site of being ranked or not in terms of search engine results, weight as backlink etc. ?

be sure and certain, noone can guarantee a top 10 ranking in google.
As google said the search engine is not under human control,
to be on the top of search engine results you hsould do an excelent SEO.
and get back alot of links from other quality website
